Emissions Requirements
California has the most stringent emissions requirements in the country. CARB (California Air Resources Board) standards are stricter than federal EPA standards.
- SMOG check required statewide for most vehicles
- Vehicles under 25 years old must meet CARB emissions standards, which is extremely difficult and expensive for JDM imports
- Vehicles 25+ years old are exempt from SMOG but must pass a BAR referee inspection
- BAR referee inspects for tampering and verifies the vehicle matches its documentation
- CARB compliance for newer imports can cost thousands of dollars and may not be possible for all models
- Diesel vehicles have additional CARB requirements
Insurance
California auto insurance is required before registration.

Emissions Requirements
Emissions testing is limited to southeastern Wisconsin counties (Milwaukee area).
- Required in Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Washington, and Waukesha counties
- Only applies to vehicles 2006 and newer
- All JDM imports (25+ years old) are fully exempt
- All other counties have no emissions requirement
Insurance
Wisconsin auto insurance is required before registration.

VIN / Chassis Inspection
Wyoming requires a VIN inspection for imported vehicles. Short chassis numbers are accepted.
- VIN inspection by law enforcement or authorized agent
- Bring all import documentation

Equipment & Road Legality
Wyoming allows right-hand drive vehicles. No safety inspection or federal retrofits required for vehicles 25 years or older.
